- Deputy Minister for Employment Promotion and Labor Training Consultant for programs for the international development of law, including FORTE-PE and JUSPER (EU)
- Board member of Petroperú and Perupetro Member of the National Council of SENATI (industrial training), among others
His role and contribution to designing policies and reforming labor laws is clear evidence of his conviction that law is much more than an empirical field of study; it is part of the instruments for inclusive development and human advancement.
Leadership in Legal Thinking
He is, as well:
- Executive Director of the Committee for the Study and Dissemination of Law in Latin America (CEDDAL)
- Founding member of the Center for Justice and Society Studies (CEJUS)
- A member of the Lima Bar Association and of the International College of Doctors
- Organizer and promoter of National, Latin American, and Euro-American Conventions about Law where thousands of legal thinkers and students participate every year.

Dr. Velásquez is not only a jurist, but a poet and writer too. His poetry collection “Song of Hope,” uncovers a deliberately and philosophically reflective side of him, and where law and philosophy meet and where the human spirit is asserted. His writing often seeks to accentuate peace, collective memory, and social healing.
“We must not remain trapped in the past,” he writes. “Knowing our history is important, but looking to the future and aiming toward the common goals we set for ourselves is even more important.”
This vision of unity and aspiration permeates his teaching, leadership, and in his most recent book.
